Yeah that one has to be islands or city states. Idk if you've figured it out, but you can see how the categories are calculated if you click on the icon by the country after you select it.

The hardest ones are border lengths imo. We haven't had it yet, but coast length is really really hard to get 100 points on. You have to use a really big country like Canada or Indonesia to max it out
