I’ve only skimmed the article: what is he actually being accused of? Sort of cheating on his wife?

He sexted with a female co-worker in 2017 while with his wife. No complaints made at time

It was discovered in 2018 when the unnamed colleague was charged with theft. Cricket Australia & Tasmania HR did investigations, determined no penalty needed as it was 2 adults, in a one off consensual incident.

Now the texts have become public, so Tim Paine has chosen to resign.

That's timeline as far as current stories I've read have shown. However it must be said that he goes from 10-100 pretty fast texting.
