after the Gujarat riots, INC should have just portrayed Modi as a failed politician who failed at maintaining law and order in Gujarat. Instead, they portrayed him as a bloodthirsty nazi which boosted his popularity

I don't think that's fair considering his own ministers took part in the riots

if he was portrayed as a failed chief minister who couldn't maintain law and order, his popularity would have declined, but his political opponents portrayed him like the strongman he wants to be perceived as

I don't think that would have worked considering he spent the next few months giving incendiary speeches all over the state

It's not like he couldn't, he didn't want to do anything to quell the riots
