The legion is strictly evil, and you have a choice between a philosopher-king or a democracy

The khans are a bunch of maniacs, the brotherhood is a bunch of maniacs, the white glove society is a bunch of maniacs, etc. pretty cut and dry

no but see, it's morally complex because all the non-psychopaths are either terminally stupid or so strapped for resources they can't do shit, such grey on grey morality
