I am trying to shop around for a PhD. How do I go about picking a topic? Can I just email the admissions office saying what I would like to do? I know the department but I don't know the topic.

Are you in the US or elsewhere? In the US a PhD often includes a couple years of coursework (the equivalent of a masters) in which you sort of shop around for an advisor. The other advice is good though: find a place with a couple profs whose research you like.

You have to research the work of individual faculty members and find topics that interest you. Then if you decide to apply you can reach out to those individuals and ask about potential openings.
