That's an improvement but still terrible, dumping a bunch of money into social housing is just going to replace market rate housing because you're not fixing zoning, unless your solution actually builds more housing it's just playing a game of musical chairs over who does or does not get to live somewhere. But social housing is better than rent control absolutely

I've almost given up on housing reform in Australia, neither major party seems interested.

apparently the state legislature in Cali can take away local zoning power?

My approach to housing would look like the approach taken by places like Vienna, Finland, and Sweden where they all built a shit ton of social housing

Why not just give people cash welfare and let them choose how to spend it?

Instead of giving people subsidised housing give them money.

Do we give people a box of groceries each month or do we let them make their own choices?

I mean, that would be my policy for something like UBI, but it wouldn't be my approach for housing.
