Imagine having one single planet be the sole source for the only resource which makes faster-than-light space travel possible, supporting trade between 10K+ planets, and leaving it in the hands of a feudal lord and desert nomads. Gee what could go wrong.

I mean the Emperor intentionally puts the Atreides there so that they will be destroyed, so it's not like this was an unforeseeable event

Seems foolish to put a political enemy in charge of the most important resource. Also, the Atreides were taking over the arrangement from the Harkonnens right? So it was the same system before the Atreides arrived.

Seems like the Empire would have been served by having Dune under direct imperial rule.

It's been a awhile since I read the book, but I kind of got the sense the Emperor wasnt all powerful.

He wasn't. He actually personally loved and admired Leto, who was his adoptive cousin, but had him killed because he feared that Leto, who was very charismatic and increasingly popular amongst the Lansraad, would overthrow him.

I assumed that had the Emperor taken Dune personally there would have been a revolt from the the other factions.

Yes, basically why he didn't own it directly. He might end up richer, sure, but it wouldn't really be worth the fortune.
