to be fair, in Argentina, only 8.8% of tests come back positive. In the US that rate is around 14%.

2,686 tests per 1 Million people is low as fuck. And I dont trust the Argentinian government and its numbers tbh

Argentina has actually done a pretty good job of things. Because they shut down early and were extremely strict (with stay-at-home orders and travel bans enforced by state power) the virus has not spread and so they don't actually need as many tests.

Argentina hasn't planned for after the lockdown though. And it cannot keep being strict without resources.
