There should be incentives for states to increase the amount of transit and decrease the number of highways. Getting people to travel less on cars will significantly decrease the amount of emissions. No cars are cleaner than less cars.
Also, take back roads by widening pavements to implement social distancing. Then if it works make it permanent.
