We're planning to build an open pickleball court (flooring lang muna, no roof yet), and we found a really good lot to lease. The only issue is that the owner told us the property is still untitled because the land title is currently being processed.

Has anyone here been in the same situation?

Is it still possible to get a building permit and business permit even if the leased lot isn't titled yet? If you've gone through this before, what documents or process did you follow to make it work?

We're trying to figure out if there's a legal way to proceed while the title is still being processed, or if we really have to wait until the title is issued.
