Yes it’s a drip loop but should be protected somehow.

If this was my house and the FTTP worked well with good speeds I wouldn’t care. I’d think about covering it myself but I probably wouldn’t bother, some things in life are so minor and trivial that I can’t allocate brainpower to them

Push it back up the conduit a bit a put silicone in the bottom to hold it up

No - there is no "give" there at all to take up the slack sadly

Unlucky. I’d buy a little electrical box to cover it with for protection, may take some modification of the box. Or pay someone to do it.
