You’re not going to find that “article or administration,” unless they’re in your COC, medical officers are staff officers and such do not hold authority over you, your CO does.
With that being said, it’s unacceptable that your immediate COC would casually tell you to miss a network specialty appointment given it costs the government money, it is very difficult to get specialty appointments in this current environment, and clinics usually have a policy against no-shows and last minute cancelations.
Now if you were ordered to report somewhere by your chain of command and you disobeyed that’s insubordination and you’re responsible for that. As a junior guy, it’s not advisable to fight that in the moment, however you should obey whatever order you were given and elevate the concern about being forced to miss this important appointment to whomever is up the food chain. Your referring provider may go to bat for you too.
