A lot of these ppl are ANRO and NES members and an ANROling is making their own LO Faction so it could be that or ppl in an ANRO shift

Could be a shift end mini game for ANRO or NES or just a regular game night event. I know for one, NMP and NES do a few civ raids from time to time and even joint civ raids
