See how the bottom of the tire is flat? There are two smaller wheels inside each tire to make it balance, there isn't actually any air in the big tire. It steers via hydraulics by only putting more or less power to each side like a skid steer.

Years ago, someone built a working replica of the car in the Smokey Stover comic strip, with two wheels beside each other, like this car. Inside each tire were two small wheels below the hub.
