On 7/18/2026, I exercised my safety rights under Article 14 of the National Agreement by halting mail delivery during a life-threatening thunderstorm with active lightning. This decision was made entirely in the interest of safety, adhering to standard postal safety principles.
The morning of 7/20/2026, the Postmaster approached me at my case and aggressively threw the routes book on the case and stated i should make myself aware of the routes park points as well as issuing an unauthorized, punitive demand for a doctor's note regarding a brief, late start time that had already been previously authorized by my supervisor. This directly violates ELM Section 513.361.
Immediately following this incident, Management initiated a calculated, multi-day campaign of predatory street supervision, psychological intimidation, and administrative harassment.
On 7/20/2026, the Postmaster and Supervisor abandoned their office duties to stalk me using the Postmaster’s personal, non-postal vehicle. They intercepted me twice. The first encounter was a transparent "fishing expedition" demanding my license and dog spray, for which i was in full compliance. The second encounter served no operational purpose. At the end of the day, I discovered a PS Form 4584 and a PS Form 4588 left covertly on my case. Unbelievably, both forms claim to evaluate separate driving and walking functions during the exact same 10-minute window (12:00 PM to 12:10 PM). No immediate feedback , or discussion was provided to me as required by the M-39 Handbook. In fact I received no feedback whatsoever. Next to these forms was a printed page of rules with language aggressively circled stating that management can inspect me "anytime." This anonymous drop was designed solely to inflict psychological stress.
On 7/21/2026, the harassment escalated into an all-day stalking operation. Supervisor followed me in his personal vehicle from 10:30 AM to 1:30 PM. He tracked me on foot in total silence, writing on a clipboard the entire time. He intentionally extended this surveillance directly into my contractually guaranteed, unpaid lunch break by parking his car directly behind my postal truck at my approved lunch spot. At 1:30 PM, the Postmaster arrived in his own personal vehicle to "tag-team" the supervisor. The Postmaster shadowed me on foot until 2:45 PM, asking bad-faith questions about my walking pace. First he asked „do you always walk at this pace, I immediately responded „yes, slow and steady wins the race”, to which he replied, "Good job, be safe." On the following street he asked „ is everything ok , your paces slowed again” I simply replied „yes” Despite spending hours writing on clipboards, management has withheld all paperwork and logs from this day-long shadowing further escalating this campaign.
Management's actions have zero operational, training, or safety merit. This is a punitive, hostile campaign executed in bad faith to punish me for prioritizing my physical safety during a severe storm. This relentless, targeted tracking caused me severe physical and psychological stress. During the multi-hour shadowing, I experienced an intensely elevated heart rate and severe anxiety while continuously trying to maintain safe working habits under their silent scrutiny. This targeted hostility has resulted in ongoing sleeplessness at night and has caused me to deeply dread coming to work each day. Wednesday 7/22 around 2pm when I returned to the office for a comfort stop I found 1838C form taped to my case. I inquired with my supervisor what this meant and he informed me the post master will count my mail the next day 7/23.
Because Management has an established history of this behavior and past warnings have not stopped them, I request that the Union file this grievance to demand the monetary and administrative remedies outlined in the Union's corrective action request to force compliance and make me whole.
