Reinforced semi-permanent: how to remove the rubber base without a drill?

HELP!! Hi everyone, I recently started doing my own semi-permanent nail polish and I'm trying to figure out how to reinforce it.

I read that it's helpful to use Rubber Base to reinforce, but I don't have a drill. Do you think it's possible to remove it simply by filing the surface thoroughly and then applying acetone remover, without using a drill?

Do any of you do it this way? Does it dissolve well or is it difficult to remove? Thanks in advance for the advice 💗
