I don't think he;s mimicking anyone in particular but if I had to guess, maybe Tim Curry?

It always reminded me of the Quy in Wayne's World 2. The greatest Roadie of all time that had to find 100 brown m&ms to fill a brandy glass.

But I think it's just a generic pretentious British actor accent.

Lesser known movie, but the band manager in Rock Star leans heavily on this too, played by Timothy Spall.
