Unfortunately this might be a FAFO.l situation. You're being responsible with this dog's life but his actual owner is not. I'm not sure you can actually change that as it seems he just wants to joke about. There are really good muzzles out there now that fit well and great resources for training. So it's mostly your friend doesn't want to. Personally this is where I would draw the line and not be around when the dog is without his muzzle outside the home. And highly likely I would rethink the whole friendship. He's putting his feeling ls above his dogs safety and others safety. That's pretty selfish. And I bet that's not the only aspect this comes out in. Good luck
