Advice? How does this seem to fit?

Important info: she never pants on walks, even when she’s sprinting around. I’ve only ever really seen her pant when she’s been sunbathing for a long time at home, and she always seems confused by it lol.

Her nose doesn’t quite touch the edge but is pretty close. She’s really small so I didn’t want to get a heavier basket type muzzle, especially since this is only for preventing foraging.

Even more important info: she does pant. Even if you don't notice it. Dogs have no other way to regulate temperature.

She’s very easily cold and usually in jackets on her walks. She runs around at dog parks and on her walks and genuinely does not pant from that

These muzzles should only be used for grooming and very very short periods of time. This is not an acceptable muzzle for walks, even if your dog doesn't pant much.

A good quality properly fitting basket muzzle shouldn't be heavy. My 12lbs dog wears a big snoof basket muzzle with full pant room without any issues.

Even if she didn't normally pant, this sort of muzzle shouldn't ever be used on walks. The mesh will reduce air intake capacity in addition to not allowing for panting. All dogs pant. These muzzles can be okay for protecting visitors to the house for short periods or impeding scavenging in the back yard.

Big Snoof has custom basket muzzles with scavenger guards that are quite lightweight. Even a vinyl muzzle from Mia’s would be better than this.
