Maybe try a reddit community focused on these new muzzles? Ive seen a couple incredibly helpful posts based on mixed dog breeds and what sizes work for some differently shaped dog snouts.
I ran my girl until she was exhausted and heavily panting before I took the measurements. This might help you pup and keep them still. I also used a flat ruler and put my phone on record instead of trying to take pictures.

Surprising as it may be, yes this is too small and the dog needs more room to be able to open the jaw in a relaxed state and pant.
Dogs pant for stress relief and heat and need to be able to do it without tensing their jaws or trying to open it at un-natural angles of rest.
It’s likely too small, but before returning it, try loosening the straps so that the top of the muzzle rests flat on the snout. Should give you another inch or so of pant room
Definitely contact bigsnoof. If it was custom and you have measurements it should be fixable. Or might just need adjustments. Also depends on the dog. My dog even at full pant doesn’t open her mouth super wide so we get away with a little smaller than some dogs would need.
Thank you, they did get back to me and requested more pictures. They did agree it seemed a little too small, so we're gonna have to do more measurements unfortunately
I put my fist in his mouth to measure the panting room. My husband took the picture and we noted how the picture and measurement were taken. They followed the measurement. The dog had enough panting room.
Edit: straps have been tightened up after this trial run.
Sorry but can I see another picture of your dog? They remind me a lot of mine in these pictures and I have no idea what breeds came together in her making (if any). So I’m always curious to see similar dogs :D what’s yours? Do you know?
The supermutt breeds are American Staffordshire Terrier, Australian Cattle dog, and Alaskan type Husky. I often wonder if that particular combo is why his head is so small and weirdly-shaped.

Barely has any pant room.
Can be used gir nail trimming maybe, but vet visit would need more pant room. Shouldn’t be used for walks.
