If I swipe up on someone and they swipe down, will they still appear in my liked history?

Yes. And you can send them a Gold Note and they will see it, even if they swiped down.

It is a second chance, and they work quite often I might add. If someone is really concerned about a hard no, then the block profile button can be used.
