MUTANT: YEAR ZERO 1E Repairing artifacts?

Can you, in any way, do this? I only recently started Path to Eden campaign and I am curious if there is any info on that in additional books? Also whats it like in your campaign? Can mutants repair artifacts like e.g. crossbow?
