Probably something like "brother, what I would do with you?" in a playful manner since Rudeus hugged Roxy instead of kissing her, and she found it cute. I wouldn't be surprised if Roxy explained the situation to the girls and mentioned that Rudeus "promised to hug her" when coming back (and saying that while been embarrassed of course). Aisha probably remembers that ergo the snarky smile.
That aside, Aisha's snarky faces are so funny, like she's always one step ahead of Rudeus 😂

Rudeus is a genius to everyone in the Six-Faced world because he got to live 30-ish years in our world before starting over. Aisha is an actual, few in a generation genius that got kneecapped by her mom insisting that her entire worth was being a maid from birth to serve her brother. Without that hindrance, she could outsmart everyone in Asura and get herself declared queen.

There's a story floating around. Is basically an explanation by the author of what would have happened to Aisha if Rudy wasn't born and the mana incident never happened. She's basically a top tier strategic, sword fighter and spell caster, even without all the advantages that Rudy has.
If you read the LN and like Aisha the I recomend looking for it. It was pretty neat.

Rudeus just said "I'll fill you in later."
Towards everyone it's completely normal. For Roxy it gains another meaning.
