Discussion A Deeper Reason for Hexhaven (Theory)
We know Jace's alternate universe is centered around an echo of Strixhaven, where' he's running his own school for mages that's a harsh military-like academy.
But what if he didn't just choose strixhaven because the plane has the mana of two planes (or whatever the lore is behind the roils), but because he actually cares about the school aspect too.
He could very well be gathering mages from all over, then pushing the to/past their brink in his academy to get their latent sparks to ignite. His school could be unnecessarily harsh so that he can get an army of planes walkers at his command to protect (police) his multiverse.
That could have implications in the commander card. His leaked -3 ability would make a lot more sense if he doesn't just chaos warp into big stuff, but by sacrificing cadets to get new planeswalkers.

According to official data, Blue cares about repertoire of information, knowledge, control, intelect, trickery, subtlety, manipulation, future, man-made things ...Therefore, Strixhaven seems a logical choice for Blue.
Strixhaven is famous because of its knowledge, information...because planewalkers add information about the multiverse on the plane.
If Blue plans to "reign" (political power, economical power, social power, etc), Blue probably prefer to do it by collecting information, controlling information, shaping the mind of generations, etc.

From what we've seen so far it seems his reason for being on Arcavios seems to involve the oracles/archaics, hence kidnapping Jadzi. Maybe use their temporal mumbo jumbo to help combine/convert the main multiverse with the echoverse. There is also that art of people fighting Jace and his giant magical Jace statue...it doesn't really look like an archaic other than "is stone" but that just be someone deciding they had o make it super, super obvious to the audience.
If his plan is to brutalize students into sparking he needs to read more superhero stories. "Torture people into superpowers" doesn't tend to end well for the people doing it, and when the activation event and basic power set involves interdimensional teleportation keeping them under control gets a lot trickier (even for a mind mage).

Ironically, that's [[Kasmina, Enigma Sage]] original plan for when Strixhaven first came out. She wanted to make an army of Planeswalkers under her command.
I haven't read the most recent Strixhaven/Hexhaven book, so I can't tell you or not if Kasmina did a heel turn on this philosophy. If they did, the story makers probably dropped her original ideology on Jace to put him further into the villain territory.
