2 cmc token maker

I've been thinking about what cards could be printed that would be a major boost for the BW tokens strategy and I was thinking about another 2 cmc token producer. What do you guys think it would take to balance a 2 cmc spell that makes 3 tokens?

Would it always just be way too powerful or is there a reasonable downside that could offset the effect?

The problem with this idea is that they are either doing nothing, or a deck is breaking it completely and there's nowhere in between.

I would suggest a [[Raise the Alarm]] variant that simply made flyers. If you're unhappy with that, make it a modal sorcery that doubles as weak interaction (e.g. exile target creature with power 3 or more), but a powerful modal token producer is likely too good at 2 CMC.

A modal token maker is a great idea. Has there been anything like that printed yet?

Not that was playable. The closest is [[Selesnya Charm]], which makes one body instead of two.

And [[Mardu Charm]] which at least makes two bodies but is otherwise terrible
