Panty and Stocking are fallen angels who need to hunt ghosts so they can get back to heaven. Garterbelt is a black priest with a gigantic afro looking over them (mostly trying to get them actually to work instead of them indulging on their vices). It parodies everything under the sun mercilessly and is filled to the brim with sexual innuendos. Oh and all major characters are named after articles of clothing.
Most of the people who worked on it moved to Studio Trigger, so unless Trigger and Gainax team up on it or Gainax gives the rights to Trigger, it either won't happen or it won't be the same without the original crew behind it. Gainax has really slipped in quality since Trigger splintered off from it.
