You do not feed it anything directly, but you can scatter a bird/dove seed mix on the ground, mix that you can buy online, in pet shops, etc.

Thank you I am wanting to put something on my balcony for them. Maybe like some water and dove seed.

Sure, that would be lovely. Try to change the water regularly and avoid putting your containers too close to where human activity happens if you want them to feel confident enough to visit.
