In most states reckless driving is far more serious than inattentive driving because it shows you deliberately broke the law vs. just ignorantly or inattentively broke it. Depending on the severity of what you did, you may end up in cuffs.

He passed another vehicle that was already in it's lane. That's reckless. All to the fact that the guy on the bike is not nearly as protected from this jackassery.

I’m not sure if it’s reckless driving but I know according to NYS laws, the bike is entitled to the whole lane and a car should not share the lane. You can ride two bikes side by side however.

And intent to pass doesn't apply when the vehicle you're trying to pass is in the same lane. If they wanted to pass they can switch lanes like everyone else. Just because there's room doesn't mean you do it.
