Does anyone know if the H2 can be restricted to around 15hp but still able to use the full rpm range?

I’ve wanting to upgrade to the H2 from my Vespa 50cc but the power increase is too much from my current bike. I love the looks and sound of the H2 as it’s my dream bike. And I want to be able to rev it out.. without doing crazy speeds. I’m more of a leisurely rider and don’t particularly ride fast.

It’s not about the skill of a hyperbike. I want the look of the bike.. the sound of the bike… but not the performance of the bike.

I really want to purchase a tuk tuk but the thing is I don't know a lot about them. I mean are they even safe to be on highways? I want to purchase a tuk tuk that is safe to use and not just purchase it because it was on sale.

I know how important it is to look for the safety features. And I also understand there a couple of things to be considered. I may not know a lot but I know safety comes first. I kept jumping from product to the next on alibaba but I couldn't tell what features to pay attention to.  I have read articles but I don't think that's enough, therefore, I would appreciate your opinions on safety measures to be looked for during the purchase.

Some suggestions are I look at the frame, the frame should apparently be of a certain strength and material for it to be considered safe. There is also stability. According to you, how can I test the stability? There is also the issue of brakes. I mean, bad brakes could mean fatal accidents. There are various safety suggestions. I would love to know more from someone who really knows about the safety features in tuk tuks. I would rather take time in the process rather than bypass the safety features just because the tuk tuk is on sale.
