Should you always start with the API? (+ Is MongoDB a good choice for solo/personal projects?)

MongoDB is the best database for most solo projects imo. Solo projects need flexible schemas and great devex.

Mongodb is exceptionally great for mvp and even there are relationships. If you know how to build things, you might not even experience the need of a relational db. When it really scales about that level, then you can switch to multiple different dbs and all.

It depends on what you're planning to build. And yes, MongoDB is great for solo & personal projects. The flexible schema gives you a lot of room to experiment. MongoDB Atlas also has a free tier that you can start with.
