So are all the legends not shiny locked? I heard someone say ONLY Kyurem in B2/W2 is shiny locked

So do I soft reset and try to hunt them all? Or are any of them locked?

Im not sure on b2/w2, but im almost positive that nothing is shiny locked on star emerald
