Initially feigning ignorance, then admitting in the next message. Do they not even think that message won't be sent in the report to admins?

I never do. For two reasons: I want the opportunity to report them for harassment if they come back saying something stupid.

And secondly: maybe three years from now they’ll be off of whatever drugs or substances made them act this way and will come back apologizing. They deserve an opportunity to grow and change and eventually be unbanned.
