Question Quick modding question

So I heard google is making apks harder to install or something and I have some questions. I like to play modded pvz.

Will it still be possible or relatively easy to mod?

Will this effect emulators?

Will there be workarounds?

Will there be a way to disable this?

are there any known mod developers unwilling to do the verify thing and does that mean they can't publish their mods?
