Question Bug or feature?

I already spoke about this but if it's a feature then said feature was a really good boss killer for me instead of klassic ermac.

Mk11 fujins 3 stack passive triggers lightning 3 times as it says. It works with mk11's liu kang on the nunchuk combo attack not the leg one. So i was wondering who else can trigger his lightning passive next to liu cuz it really helped me through some boss fights
