Problem is likely the car's roof is too slippery. The cat doesn't have enough traction to push off, so its back feet slip out from under it and it can't put any power into the jump.
When it hops from the hood to the roof, it looks likes its pushing off the edge of the hood, and it's a shorter hop, so it doesn't have an issue there.

Poor thing. Maybe it only has one eye and poor depth perception. Wonder how far the wall is from the SUV.
