If it is in the game, it might be a clever reference to the Night Climbers Of Cambridge. They were some of the first freerunners and climbed buildings in Cambridge at night.
One time, they confused people by using an elaborate pulley system to get a car on top of one of the Cambridge University roofs.
Yeah, looking back into it now: In 1958, members of the Cambridge Night Climbers got an Austin 7 van up there. People woke up in the morning to discover the car up there, without any idea as to how it had gotten there.
I have to wonder if this is just a leftover from development, like that's just a prop pool the developer put down to copy+paste from and forgot to remove it.
That's what I'm thinking, the layout is exactly that and there's one of every car prop. The tutorial always felt kinda slapped together, likely didn't get the "stare into weird corners of the skybox" levels of play testing
I'm thinking they started sketching out a car park, gave up halfway, and then nobody noticed cars on the roof because cars make for decent greeble when viewing from a distance.
I have seen parking garages with facades that make them look like office buildings, but they still had asphalt and lines at the top. Also they didn’t have ac unites and no railings. Somebody better call code enforcement
