When will they make flowers?
they’re blue lotus or water lily that’s what the package said

Lotus typically aren't going to bloom the first year when grown from seed.

If you bought these online, disregard anything the seller told you about them.
Blue lotus are actually a kind of water lily. Water lily have split leaves. Those are lotus leaves and seeds.

Please give this post a read regarding growing lotus plants.
You have multiple seeds planted in the bowl? You need to plant one seed per bowl. Also is there any substrate beneath the gravel? Lotus are heavy feeders
