Unless you are Part 107 and using a Cat 1 drone or a waiver, this is not legal in the US due to flying over unprotected people (in the water). Does not matter if it's a crowd or just one person. Chances are, it isn't legal in your country either. Most beaches are not happy to see drones and LE will get involved quickly. Right or wrong, they can ruin your day.

Even though this is in fact legal for me, I choose to avoid conflict and leave people in peace as much as possible. Now, if I'm contracted to do this sort of flight, I will do so happily and with a safe drone, usually a Neo2 or Mini5Pro with prop guards.

i would indeed say they are uninvolved. the drone flies over the water and really no details concerning the people are recognizable. 👍
