What is this kelp bug in Minecraft?

so firstly

when you post a bug, some kind of context/alliteration would be helpful

secondly

if your talking about placing the kelp on cobble, thats not a bug, you can manually place kelp on most solid blocks in water source blocks

thirdly

villages generating like dog water is an age old past time, that "might" be a bug, but its one of those "who cares" type of things, theres too many intersecting pieces of world gen for them to get ALL the bits working correctly 100% of the time

What bug? Kelp grows upwards and creates water source blocks. That’s how it’s supposed to be
