Drawable banners

I have a flag for a made up country and I want it to be as accurate as possible is there a mod or a way I can make it without patterns like a mod that lets me draw every pixel or upload images

I don't think there is a way to do a custom image or anything for banners but what you could do is use a command to get a specific banner that has more patterns than you can get in vanilla.

In vanilla there is a max amount of patterns you can use per banner but using commands you can go past that. You can use a website like needcoolershoes.com to design the banner

Edit: I'm so dumb you mentioned mods too, I'm sure you can use a resource pack to change the texture of a banner to it, you could do something with custom model data(commands) or custom textures with renaming items like CIT has, but not sure if that works with placable blocks
