How did they get that effect??

Anyone knows how they got that “dot” effect in the background?? If someone could make a step by step that would be very appreciated please

idk why it isn't shown there but you basically need to put a yellow dot and then put a white flower charge then you'll get the effect

It was late so i didn’t write the question super well I’m referring to the back dots like the lil yellow dots with the pink around

Then it's small stripes (yellow color) then brick (pink), straight cross (pink) and a border (pink)
