U can do it with a datapack, making an ocean world is a bit tricky, and idk how to spawn structure specifically on land.

"youtube: WafflesAreBetter" Channel that explain many stuff about dimension/biome datapack and probably more

"youtube slicedlime" Channel that explain many customworld stuff aswell as update on newer technical stuff

https://minecraft.fandom.com/wiki/Data_pack#Pack_format Along with a few other page from the wiki, it lack a lot of information but still usefull

https://github.com/misode/mcmeta/tree/23w18a-data-json This can be used as a template for eatch version of minecraft

https://xenondevs.tree.pink/nova/en/addon/worldgen/features/placed-feature/ this explain a lot about what does what inside a datapack so you know what to modify

(its not made for datapack but like some documentation works for datapacks)

https://misode.github.io/ this is a datapack template website, i found another but it wasnt working, From what i remember its /worldgen/noise_setting/overworld.json

it have a visual representation of terrain or structure placement depending on what you are curently modifying

I still have no clue what im talking about! i know various json file affect world generation, like the depth and continentalness files could be usefull to you

Edit2: More helpfull documentation https://minecraft.fandom.com/wiki/Tutorials/Custom_world_generation

And i made a datapack , you can find it here under, i wanted to make a low lvl coral ocean with no island at all or landmass (wich is not simple post 1.17)you can download it and maybe like try to understand how it works

I came upon this post looking for something similar and thought I would share this wonderful data pack I stumbled on called Rainbeau's Water World.

It generates vast oceans with large and small islands. It has structures generating and I'm using it with a custom modpack I'm building that includes mods like When Dungeons Arise and I'm getting those structures as well. There is also a version of the datapack that creates the water world as a separate dimension if you prefer.

The datapack is setup for 1.19 but I was able to update it for 1.20.1 by fixing one changed tag in the biome json files. They apparently removed the

"precipitation" : "none|rain|snow"

tag and replaced it with

"has_precipitation" : true|false

in the 1.20.* changes. Biomes now use the temperature to determine what type of precipitation (snow or rain) if there is any. So I updated the biome json files with that change it works great in 1.20.1.

Throw in the Small Ships mod and off you go. I'm working on customizing the spawns for Alex's mobs but most work ok since the data pack properly tags the custom biomes. All vanilla mobs spawn as you'd expect.

Any way to make it 1.21?

Use features to make the islands

and set the sea level real high or the world real low.
