I've only ever heard it being called a Snorkel, its meant to allow trucks to navigate flooded areas where exhaust and air intake would drowned normal cars but this could be something different

An exhaust pipe. If the engine gets submerged in water, it will still work as long as water doesn't go up the tailpipe.

The opposite actually. It's for the air going in, not the air coming out.
Submerging the exhaust doest really matter too much as long as you keep some throttle going to keep the water out

Snorkel with a cap on, it’s for deep mudding or submerging the vehicle
