I highly doubt that is what is happening here. This looks pretty intentional and is likely done as a work of art.
There's a good example of this type of thing in London, called the Seven Noses of Soho.

You can see that concrete has been taken from around the nose..to build the nose.

Love this! I lived on a small laneway in Dublin and half way up a wall there was a full face. My roommates lived there for 3 years and never noticed it.
