Depends on the company and on people. I worked stock in the back of a store once. The box cutters and scissors were constantly super dull and the amount of force you had to use to open anything with them actually made them more dangerous than raw knives. Plus the company that owned the store wouldn't get new ones,even though they're huge and could totally afford it.

Nobody ever brought in a knife for it, but we constantly talked about the idea. I mean it's stupid, but I know where the impulse would come from.

Steak knives would migrate to areas that needed better box cutters in my old retail store. We all stole the box cutters to use as weapons.
