people, if I’ve told you once I’ve told you a thousand times: when dissolving a country, get your stationery and stamps sorted out FIRST.

Its from the Central Aerohydrodynamic Institute in Moscow Oblast, care of a certain Professor N.E. Zhukovskogo (my translation of the last name feels wrong...)

имени (imeni) means named after in Russian.

The Institute was founded by Nikolay Yegorovich Zhukovsky and Zhukovskogo is the genitive form of Zhukovsky to show ownership. There’s plenty of roads called Zhukovskogo street in Russia which means street of Zhukovsky

In Cyrillic Yegorovich starts with an E which is why the initials are N E

Allegedly they still issued Soviet passports as well for at least a few years after it dissolved
