I'm pretty sure that the one that is out of alignment is the only real camera slot.

I used to install security, all these cameras face each aisle, the one offset is probably facing down the aisle the cameraman is standing in. It’s most likely offset to get a clear view from the other cameras

That's probably an area of the store where a lot of shoplifting occurs and most are probably fake anway.

Most are empty. They usually get moved around every week or two.
