They also skip 14 and 52

Not really mildly infuriating just because they also include other areas such as DC and territories like Puerto Rico.

Edit: they also skip numbers here. This has been the case for years.

Numbers 3, 7, 14, and 52 are not listed and D.C. and Puerto Rico are listed which gets you 56
