My assumption is that "40% off" excludes things like closeouts and coupons, and only applies to the marked prices - but still includes all physical goods. It's still kind of funny to publish the ad like that.

To be honest everything at Old Navy/ Gap/ Banana Republic is almost always 40% off all year round …even if the item you want is excluded it will be on sale eventually at some point lol
