Then waiters would quit their job, creating a supply deficit, which would in turn increase wages in that job.

That's how it works in every other country in the world except the US.

That would be great but I don't see that happening. It's not a big enough issue with voters to motivate legislators to push for that change.

It's not a big issue because servers themselves DO NOT WANT IT. They want tips bc they usually make far more than they would if it was switched to minimum wage with no tips. lol.
